[BUG?] Merv's Pallete

I purchased the legendary pack and used the value pack yesterday. Ever since I haven't been able to use the Merv's Pallete feature.
It just says 'you need to activate Merv's Pallete first'. Not sure if this is a bug, or if there is actually a way to activate it.
