Why Launcher always take data every start

Why launcher always take data every start? if i dont turn off my laptop, the launcher didn't taking data and just smooth to start playing. After turn off and than Turn on again the laucher take so much time because my internet speed download to see start game in launcher. how to slove this? or its just me?
