[System]On/Off other player skill effect

Go to:
1. Settings
2. Display Settings
3. Display Quality
4. At the very bottom, uncheck 'Remove Other's Effect' and 'Remove 'Faraway Effects'.
- Note that the blue white circle toggle circle needs to be at the left.
5. Performance Settings
6. Optimization (Beta)
7. Turn on 'Effect Optimization'
- If you prioritize effects then you will be able to see other people's skill effects.
- If you prioritize performance then you will NOT be able to see.
