btw, Does investing to a node (blood wolf settlement) helps increasing atleast abit drop rate of ash halfmoon kagtunak?

It should. Similar to LS / Tent Buff / Ecology, increased drop rate should affect drop of rare and ultra rare items.

Yes it does. But do note that the drop rate will only apply 10% at all times, which means 1 in 10 mobs you kill will have the node drop affect applied. It maybe small, but every little bit helps in your grind for the rare piece. :)
